This action plan sets forth security awareness, training, and education as some of the most effective countermeasures in order to ensure that unauthorized access to CBRN materials is as difficult as possible.
Within the scope of the CBRN action plan, Securitas Transport Aviation Security and its partners, Liège University, TNT, and Securitas Training, developed a CBRN e-learning training programme which is designed specifically for persons working in areas where high-risk CBRN agents are present. This target group is not specifically trained to act as first responders.
The e-TACT training consists of 3 distinct course modules made available on an online training platform, http://www.securitaslearning.be/cbrn. The following topics are covered:
Acquiring fundamental knowledge to respond to a CBRN event.
Understanding what hazardous substances are.
Learning about the risks associated with them in case of an incident.
Initiating emergency response procedures by notifying the proper authorities.
Protecting themselves and others, evacuating, calling in specialists if necessary.
Specific security requirements beyond ADR & other regulations.
Main aspects from Basic Level.
Managerial aspects such as procedures, investigations, and communication.
The primary target audience for the course modules includes 3 groups: Operational and Security Staff for Basic Level, Staff involved in the transit and transportation of CBRN materials for the Transport Level, and Managerial Staff and Employers for Advanced Level Training.
A final exam at the end of each course module will test the knowledge of the course’s participants. If the participant passes the exam, they will receive a Certificate of Completion.
